just off the top of my head, don't know how well it'd work, but there is a rippleDeformer plugin on highend3d.com, it could get a basic water effect (if the way is pretty much stationary).... I've seen a video demo of the rippleDeformer, (search highend3D for "ripple") and it could do the trick.
Cheers,

try making a cube that would be the water, and make just the top of the cube a soft body.
If you create a turbulence field and attach it to the soft body, it should give you waves.

so i was wondering more specific cause i really don't know where soft body is or maybe it's around dynamic menu and don't know how to use it
gota link for me...?
THANKS...

It is under the dynamics menu.
select the cube, and subdivide it several times. The more CV's you have, the smoother the water will be. With the cube still selected, go Soft/Rigid bodies-create soft body options.
Under creation options, use "Duplicate, make origional soft". Check make non soft a goal, and use a goal weight of .25.
What all that does, is makes a duplicate of your object. It then creates particles at every CV of the duplicate object. A turbulence field will then affect the particles at each CV, causing it to wave around, like waves in a pond.
The reason you make a duplicate, and have it be a goal, is because each CV of the soft body object will then try to reach the corresponding CV of the duplicate object. The goal setting will adjust how "fluid" your water is.
For final tweeking, you can paint goal weights on your soft body. So, you could paint a weight of 1 on anything you don't want to move.
Anyway, hope this helps.

Just a hint:
Animate the turbulence field for added effect. ;)

Whoaaah ?
That's very expensive tools
Digital NatureTools for Maya
(plug-in pack - includes Psunami, Psyclone, P_Liquid and Pyro) $1768.00
Digital NatureTools Premiere for Maya
(full DNT product line - includes Psunami, Psyclone, P_Liquid, Pyro and RenderWorld) $2681.25
:D
But yes DNT is absolutely amazing for water, fire and clouds (IMHO) :)

What version of Maya are you using? Did you know in 4.5 and up there is a water shader that is already preanimated with waves? Just apply the shader and render out a quick 100 frame animation of the surface. You will like it :)
