To be more specific the 'click drag select'.

I read the manual about what this thing does and I have tried it both ON and OFF and they are the same. What does this option really do? I also tried turning it ON and then restarting Maya to see what it does and then turning it OFF and then restarting Maya again to see what it does but I dont notice anything new or different?

Can someone enlighten me?

Another also is the Highlight selection mode. Its going rebellious and does not want to work. I go into Faces mode of my simple polygon sphere and select a few faces and then toggle the icon for the Highlight selection mode but nothing happens? Am I doing something wrong?

Is there a 'special' kind of way i have to do things in order for some basic Maya workflow features to work?

I will answer the first question.

For click drag select, you have to work in vertex or point mode. If you have click drag select on, you can simply click and drag on a vertex to shape your model (one step). If you have it off, then when you have to click on the vertex first and only then can you drag it to shape your model (2 steps).

Oh ok I get the difference now.

But I have one problem still, nothing happens
whether I have Click Drag Select ON or OFF.

Its always for some reason stuck on the ON state even though its really OFF as it shows on the Preferences. I also am still able to drag select alot of vertices and is able to move them still even though the Click Drag Select option is OFF.

For me, by unchecking or checking the click drag select in the Preference/Settings->Preference->Settings->Selection works as expected. When it's checked or on you click and drag in one motion. When it's off, it doesn't let you click and drag at the same time. In the second case, you have to click your mouse twice to move a point; where as in the first case, you only have to click your mouse only once to move the vertice.
