In 2.49, you can crtl-e -> edge loop select, then shift-d to duplicate, then p -> separate selected to separate into it's own mesh.

If you want to extract the edgeloop so that you can use this as a path or profile shape to loft another shape along then you will need to convert your extracted edgeloop to a curve. To do this follow Elamds' instructions to extract your edgeloop to a mesh shape then use the "Edges to Curve" script. You can easily locate this script by first selecting your extracted shape and pressing "Tab" to get into edit mode and then look for "Mesh" on the 3D View toolbar. Then go Mesh>Scripts>Edges to Curve.
