i think that if you don't want use n clots u have to skin it and maybe make some controller for the and of the arm or near the neck .
Why don't you want try cloths?

Hi..!
If u want to skin a skirt.. have ur joints chain from waist downwards and skinned to the mesh. Add a spline IK and turn the IK curve dynamic. This gives a nice result.

At the moment my character has shorts, not sure how well it will work. I'll check back here after I've finished setting up the rig and after I've attempted to solve the problem.
I don't want to use ncloth because its a cartoon, and having realistic cloth movements just doesn't work for my character.
