We all seem to use the 3000 poly limit as a standard for modelling characters.... but how many keyframes should be used for standard animations (jump, run walk, idle, etc)?

As few as possible, in general. Totally depends on your engine and hardware of course. How good is the compression? How much memory are you limited to? What's more important... detailed motion or detailed textures?

In my experience, FPS animations each have been done in 10-15 frames, more for special moves, less for short ones.

Take a look at the Quake 3 animations... there are some Biped files floating around somewhere that you can pick apart in 3ds max, see how they did it.
