If your just compositing your own work then yea, Toxik is enough.

Some people prefer one program over the other. Nuke and Fusion tend to be more popular in production pipe-lines for visual effects houses.
But if it's your own stuff, and your job or the client isn't requesting a certain program to be used, then any good compositing program will do...which is why he said Toxik is enough.
