does anyone know of a way to assign a texture map onto a collision object that would control variables such as friction accross the surface

I don't think it's possible to control the friction of a collision object across its surface.

However, you can have each particle look up the map value at the closest location on the surface and use that to set the particle's friction, which should give you the same result in the end.
