Hello, I was wondering if anyone could help me here.

How do I go about making real-looking paintbrush strokes similar to the outlines of this artwork (http://kingslayer.files.wordpress.com/2009/02/street-fighter-4-12c_1280.jpg), where the line sort of divide and thin out?

Well, you can paint it yourself, or you can download sets of grunge brushes from deviantArt and so forth, or you can create spatters with real paint and then scan them in so you can overlay them onto the painting. There's no one trick, really. The ones in that particular image appear to have been scanned.

just google for "splatter paintbrushes photoshop" and you'll find some to download.
