Your easiest option would be to use Reactor physics simulation within 3ds. Look for Reactor Cloth in the help files.

use cloth modifer make plane or box ...for cloth object simulate over the car to fit ,
afeter it create dummy helper and make group of one corner of the cloth object and attach to a node - dummy ...
and after it animate the dummy to go out of camera ...and it`ll bring the cloth object from the car as u like it ,,,,
and one tip more ,.,,,,use another collusion object to fit the car and to be bigger a little from the car use him for simulation ...because if u use the high poly car model in simulation maybe the cloth object will make some errors like sticking in some part on the car or splitting ....
i hope this help .....
let us to know what u do ....
stay ... straight
