I hear a lot about this and I wasw wondering how do you incorporate them into the program to use or do you just look at the picture and model from that?

It depends on the model. For a character, I'd just load up the font & side profile images into their respective viewports. This can be done from the view window EDIT>CONFIGURE>BACKGROUND. Just make sure to resize it to the appropriate dimensions. This technique is good for automobile modeling too. I also use it for architectural modeling, but in a more limited fashion - just to set up the walls. I'll have to rely on photos when it comes to adding in stuff like duct work, lighting/electrical fixtures, or props.

The following images are from a WIP. I used a combination of rotoscoping & studying photos & video. The final version will be cel rendered.
