Looks like you need a edge loop for the elbow. If his elbow bends between those elbow pads, it has nothing to bend to.
His neck seems a little too cyndrical. Can you turn some of the edges (or add them since most game engines will anyways) to follow liagment orientations in the neck.

i figured id leave the space between the straps empty so if his elbow ebnds the straps would come together instead of making an ugly crease. ill ask others and see what they say. Also i agree with the neck ill be sure to work on that aswell. Thx for the comments.

Very nice work on this one lots of nice detail in this soldier character, I'm not sure about the elbow I guess the only way to know is to do a test rigging. However the upper body/shoulders do seam a bit narrow to me. But all over good form, it would be nice to see a better render of the character too.
