Does anyone know how to make the glow in this picture?:

The glow i wanted is the bright lightning like lines. any type of help would be appreciated

the best control would be, render it into the different passes that you need (the lightning would be one of the passes)

composite add the lightning and duplicate it with a slight blur.
try rendering the lightning with a distance based fall off map so you can tint stuff based on distance

If you want to do this all in max. I'd set the g-buffer for the object and use Video post.

Or, use the blur render effect.
