Cut Problem

Hello

1) vert mode - grab all verts in area and 'Weld-Selected (very low value) to weld out any extra faces/verts the may be there. And weld together any unattached faces.

2) edge mode - select edges in area and check to see if edges are lying too close together. Your dotted line looks like a cut between two hidden edges. clean up/flip edges if needed to make cleaner area for cut. make sure you are on an edge you want to cut when starting out, slowly draw out your cut line watch the cursor which you'll see change if it passes over another edge. make sure the cursor changes when you go over teh second line you want to cut. If not Max is telling you that is not a face it can cut.

try cutting

3) if still fails make a cube off the the side and cut it just to make sure you are not having a problem with your max

If that doesnt work try going in to edge mode, right click and 'insert vertex'. do this for the start and end of you new line then try and cut between the 2 new verticies.
