I’m looking for a technique/plug-in that would handle normal maps in max? Or something to convert normal maps to displacement maps (although displacement in max is far from perfect).

if you want to render normal-mapped models in max, then there's a freeware plugin called GNormal. it's R5 only and can be found on www.maxplugins.de

but if you want to actually create normalmaps then there's a bunch of options, including mankua's kaldera, orb and the ati normalmapper.
