I think the biggest thing that your dragon is missing is detail. The skin should feel like there is a skeleton underneath.. the model should be more solid instead of blobby like you have it now.
I know that's not very specific. For example, the horns on the head just sort of jut out.. but the skull doesn't "prepare" for that. There is no secondary support.
Try adding some well-thought out detail.
I'd also like to see the base mesh if you can..

Hmmm, he needs wings, because dragons have wings. If they didn't I would just call it an oversized lizard. But other than that it looks very cute, funny and nice. Maybe some more details though? A belly? Teeth? etc etc.

I totally disagree about the wings: they are certainly not necesarry. Chinese dragons don't have them.. and as far as i can remember, the dragon of st. george didn't specifically have them
BTW, thanks for the pseudo-code for the sig. I wish they'd just allow normal html.
