Use a combination of the technique Marple describes, some basic painting skills, and use the liquefy tool in combination with multiple reference Photographs of real fire that you have roto-scoped off the background plate. If you can find or create good fire source photos from the start then half your work is done for you.

Fire is energy and light - you need to not only draw the form but also keep in mind that it is casting light on everything around it. Smudge tool is probably what you'll use the most in this instance.
If you just google "Photoshop fire" you'll come up with a million results - there are so many ways to accomplish "Fire" in photoshop....
Also there are fire brushes out there - have a look around on Deviant Art. It might feel like a cheat but you could use the brushes in conjunction with your painting methods to come up with something that is truly unique.
I have made a firebrush and have preview samples available on my Deviant page - and I know for sure there are more out there by other people.
