I'm trying to layer a glossy specularity over a rough one... How do I do that?

Ver 401 has a Clearcote material that does this. I don't have 401 yet but it says so in the new features pdf. It's mostly used for automobile models.

Do you have any examples of what you are trying to recreate in Modo? I'm not sure I understand...do you want a glossy coat over a rough surface? Or a glossy specular over another specular?

Best way to do this is probably to have two groups, each with their own shader and material in it. The top group's material will be all black, except for a tight specular highlight, and its shader should have the blend mode set to add or screen. The bottom group will be your normal material/shader with the rough specular highlight.
I've attached a scene that demonstrates this setup.

Add 2 materials to your group.
one with a rough spec, one with a sharp. set the sharp spec to add.
eventually add shaders to it and set this group ABOVE the standart shader model
