Ok, I`m guessing that you have used some kind of online turkish to english translator.
I don`t understand some of your questions, tho I`ll try to anwer those I do ;)

1. You don`t have to rig. It might help to understand how things works, but it`s not required to start animating. In fact I did so by using free rigs ;)

2. (guessing) Does rigging skills have impact on animation? It depends. For animation itself it has no effect if you get properly set rig. But if you don`t have any TD around you and you have to rig for yourself than it can be harder to animate in some cases, because there are times when you only need basic skeleton, and times when you won`t do a thing without complex constraints, etc.

3. *i don`t understand that question*

4. *same here*

5. *and here* ;)

6. As long as you`re only animating, it`s not your concern. Rigging and animating are two separate things and usually there are two different people for each of those tasks.

7. *don`t understand*

8. *this neither*

9. Digital Tutors and Gnomon may teach you about software and how to use it for animation. It won`t teach you how to animate tho. I would rather suggest Animator Survival Kit, Animation Crashcourse and definitey Jason Ryan`s webinars.

10. I`ve already anwered that question ;)

I hope that helps a bit and your translator will be able to translate it properly ;)
