Can I attached number of polygon objects to hair system ?
LIke, I want tot create feather. I can build a feather and parent all of them to individual follicle.
Any easy way of doing this? Beside maya hair follicle, is there any other way to create the point on surface constrain? I have tried most of the tools but even rivet tools. at some point it will flip.

Check on the highend there is a mel script solution for feather.
The flipping can be avoided by controling the simulation and adding precision.
You can use paint effects on hair and then convert pfx to polygons, then atach to those polygons... Rivet mel script will work fine on those.
