In most of the 3D tools or 3D API you can give a color to a vertex.
In 3dsmax you can do it with the "VertexPaint" modifier.

If you try to paint and nothing appen its because max doesn't show it to you. Try to press the VertCol button on the mofidier, or right click on the object you try to paint, select "Properties" and in the display Properties group, at the bottom, select Vertex Color in the combo box.

Vertex color can be used to replace light maps by blending the vertex color with the diffuse map (i think this is used in lightscape)
It is also often used in video games. You can use it to add variation to a ground by blending a tiled texture with the vertex color.
