Here's what I've got so far. Bit late, been slack. But anyway, my idea would be that our hero is pulling the bad guy out of a speeding car while shooting at the bad guy's goons in hot pursuit. Inside the car is the bad guy's captive along with a hallucinogen that is intended for world domination.
I want to have the action taking place on a futuristic roadway with a large city in the background. I also need to indicate a lot of speed in this image and a lot of emotion. Here goes nothing...

cheers, here's the latest, however I think I've already made it too complicated, not enough focus on the actual agent (too much going on around him). I'm thinking of a futuristic tunnel with an even fight between agent and bad guy on top of the car while the damsel in distress steers the wheel. Lights and other traffic rush past.

Thanks ShogunWarrior. You don't think it's too complicated? I thought there might be too much going on and need to simplify. But if you think I'm on the right track, then that's great to hear. Been procrastinating a little about this image.

Here's the latest. I've removed the chasing enemy that he's shooting at for the time being, because I'd rather they were flying craft. The extra road took up too much room and wasn't good for the composition. But don't worry there will still be a casualty for the bad guys. (BTW I've only had time at work mostly to do this, so progress so far has only been done with pencil, paper and a mouse) Will be using my Wacom this weekend at home, hopefully I can have a big jump in progress!!

Hi Matt,
You got some really good work here and I will help you as much as i can to bring it up to speed. First take a look at your perspective then take a look at your car. Use Photoshop and widen the frong the car a little to match the perspective. That way you can give the audience a view of the car as it is coming towards us.. try it and see how it works. Then post it up for me and lets see, take care for now.

I've adjusted the car's perspective using the main road as my guides. I can see what you mean, the sides of the car were pointed too far up into the sky. Hopefully this looks better.

Hi Matt, I really like that futuristic city sketch you got there, that could be a wonderful matte painting :) looking forward to some color and lighting tests...

Been very busy of late, but I've had time to work on details and start bringing this baby together. I plan on posting another update tomorrow as I have time to work over the weekend. Not too worried about colour just yet, the most important part will be the explosion and how the light from that effects everything else.

Very dynamic! I love how I got drawn into the depth of this work! The city frames your character beautifully! The choice of black and white is brilliant and reminds me of Film Noire --so appropriate! Well done! If I may suggest, I think it would add to the drama and impact of your scenario to have the foreground vehicle...not so straight and in control. Your villain might just be more concerned with saving his own life than good driving skills with someone choking him! (I realize there is probably auto-control, etc. --but...more peril = more excitement!)
I look forward to seeing your finished work!
Congratulations and good luck!

Thanks for that, I will give it some thought. There will be a little colour in the pic. It will be farely muted except for the explosion. I'm not sure if I will have time to adjust the car as such but I'm thinking of some damage on the front, with part of the metal creating sparks on the road. I'll see what happens, thanks for your input.

Still going. Added colour and worked out some lighting. Critiques are welcome.

I've adjusted the brightness and contrast to give it a more "at night" feeling. I've also worked on the city more. I hope to detail the focal areas now and add some extra lights where needed (like on the car for instance). I also intend to make the front area of the car a little damaged so as to enhance the danger element.

Software: Photoshop
My concept simply is a fast chase scenario. Our hero the secret agent has managed to get ontop of the bad guy's speeding car and is proceeding to drag him out, all the while he is being chased by the bad guy's goons, one of which is already ending up with a short end to his chase as the secret agent's bullet hits the mark and the goon's speeder explodes high over the city.
