jesus.. that is a question that about all the books that exist over maya would not really answer..
start with something and then maybe ask questions that are a bit more precise...

it can be simulated with soft bodies using springs and various fields mixed with particales that create the mist.
Ideally u would use something like Real Flow to have the water react dynamically to itself, forces, and collision objects....
simply put....true fluids r very difficult to do....

I would probably use some kind of particle system for it.
Especially if you will be viewing the scene from far away... Check out the waterfall in this tutorial (http://www.lostpencil.com/outpost.html)... It was done using the excellent Particle Illusion and composited on top of the image in After Effects.

I'd like to see that in a tutorial. (do you know of one?) Doing a waterfall takes sooooo long to render just a single frame with particles.
