How to make clouds in 3DSMAX ?
This depends inf act of what you want exactly. If you don't need to see really DENSE and 3D clouds, the first solution is really simple :
1) Using Volumetric Fog. Create an "Atmospheric Apparatus" in "Helpers". Choose a sphere and modify its scale with the scale option to give it an apparence of a cloud shape. After, go in Render->Athmosphere, and set up "Volumetric Fog", choose your sphere and play with the options to give it the aspect you want.
The second option, if you need to have really DENSE and more realistic clouds, is to use particle systems... Here it's more complex, you will need to use particle systems with correct texturing to give the apparence of a cloud. Search on internet, it must exist a tutorial on particle systems/clouds.
After, there is also great plugins, like Afterburn
