Poly modelling will do that fine.
Just make the initial arch with a box, and then extrude the outer curved surface multiple times. Then just pull in the loops of edges in a staircase fashion (across, down, across down etc.)

You could use a loft as in the attatched image. Would be nice and fast and allow you to adjust the quality. Also makes texturing easy.

Sure thing Schivosa2, although a quick search of the help files will give you a better overview of lofting.
For the arch in the attatched image I just created the 2 splines that you can see (path and profile)- actually the path i have shown is only half of what it should be, so mirror this shape and attatch the 2 halves).
Then select the path and goto "compound objects" choose loft. Then at the top of the loft options press the 'get shape' button and select the profile shape. That's pretty much it.
If you find that it's not giving the expected results then chances are you need to rotate the path or profile 90deg. You can do this by selecting the path or shape in the sub object mode of the loft object and just rotating.
