1. Not directly. XSI doesn't use hierarchial SubDs, but you could set up something similar by using the 'subdivision' tool repeatedly.

2. AFAIK, this is not possible.

I am not very familiar with maya and new to xsi so I hope I am not misunderstanding question 1.

To get the different levels of subd's you could also use the geometry approximation. hit selection, double click on geometry appoximation and select yes on local copy. under the polygon mesh you have options for smoothing and subdivisions.
