In is prince point ( and even a bit higher ), Silo is the best bang for buck modeler out there bar none.

i am trying to find a video(s) highlighting the current re topo tools available in silo. i am struggling to find them on their site, anyone have any links?

try the demo, the retopo in silo is pretty amazing, about as simple as it gets too. just draw lines on the surface as if you were painting on it and it will generate a mesh based on the lines you draw. it's awesome! very quick and easy.
