Rigging is where you put joints in the character and make controls that the animator uses to animate the character. Skinning is where geometry is bound to joints so that the geometry of the character moves when you move the joints. Skinning involves things like making skin look like it's sliding over a bone, muscles, etc.

skinning is just a part of the rigging process.
I'm more with the first explanation that you got, Skinning can be part of the process but isn't always. For instance when rigging a car you don't need to skin the parts to the rig. But for a deforming character you need to skin the mesh to the bones in the rig.
