The topology is looking pretty good. The only that I have to comment on is you need eye loops and you need mouth loops. This will help deform things properly. Your spans around your eyes and mouth seem to be pretty close to one-to-one (meaning same on top as is bottom so when you close your mouth or eye lid, you can have an air tight close), but I'd keep an eye on the mouth. On the sides of your face, you are having too big of polygons, so there should be an added edge loop somewhere to keep them close to the same size as the rest of the face. Great job on keeping just about everything quads! It looks like you are at the fairly early stages, still boxing things in, still getting the flow-which is great. Once you get going more don't be afraid to add extra loops around the eyes and the mouth to get some of the detail, as well as generally so you don't get flat planes or places without some soft detail. But be careful, adding too many can cause a lot of wonkiness.
A good edge flow on the sides of the face is to have the edges from the mouth go into the ear area and to have the edges from the eyes flow the same direction as the muscles in the face down under the jaw(what you have is pretty close).
