People have different methods, but I do this:
I render my files out as 720 x 486 in cinema 30fps, usually as an image sequence.
i then bring the file into After effects for any post work that needs to be done and I set all imported cinema files as square pixels and set my composition at 720 x 480 and 29.97 fps. The sound should be 41.100 khz/stereo/16bit (I think!)I then render the file as a DV file (NTSC) and use Final Cut to dump it out to tape. I have delivered 720 x 480 dv files to clients for use on DVD.
Matthew O'Neil (Imashination) has some good pointers on this:

For DV, the sound needs to be 48KHz, although some studios may request 44KHz.

It was 44 in my case. I knew I got that wrong on my post.
