For the foot print in the sand I would use softbody's, here is a free tutorial (http://www.digitaltutors.com/digital_tutors/samplevideo.php?v=534) to help you. Then when the wave wash over them just use a visibility trick and turn the foot print mesh off.

Here is a tutorial (http://www.highend3d.com/maya/tutorials/rendering_lighting/shaders/186.html) on creating a wet shader, you could also ask some forum member in the other Maya topics.

Another easy way is to implement the footprints via displacement maps. Use an image sequence texture as source for your displacement. I think that's easyier to control over softbodies.
Foam and spray, as well as ocean/ land interaction are really a very tough part.

R u sorted with ur footprints yet? for shoreline as per ur animatic of wt I see is quite do-able.
I m not saying its a best method but it might giv u some kick start have check with my stuff of wt I tried for sum fun :
http://forums.cgsociety.org/showthread.php?f=86&t=676206&page=3&pp=15&highlight=fluid+tornado
download the seashore nparticle stuff.
As for the waves u can use wire deformer & for foamy thing instead of using turbulence, try using volume axis field turbulence. It will giv u very organic pattern.
I might give a shot of ur attempt in cuming weekend.
hope it helps.

Image sequences are very easy in Maya.
Open Hypergraph, click on the "File" node and in the attribute editor you'll find "File Attributes". There is a field where you can check the "Use image sequence" option.
For the image sequence...use photoshop or your favorite 2D tool and paint a black and white mask, where you can use the black prints as sources for your displacement.
