I know there is swift 3d plugins but is there any free plugins that do pretty much the same job? I can't spend any money at the moment and was hoping for a free plugin.

It seems quite a few people including Proton, take the render from LW and use the autotrace function of Flash. Proton even had some samples floating around at one time. Maybe he'll put them up on his site when it goes live. I have played around with this a little in the past and you can get some decent results with it.

how would that help me transform my .lws into a .swf animation?

you render out each frame then trace them individually. Beyond that, I'm not sure what these guys are doing. I never really played with it that much but, I have seen some stuff Proton did that way and it looked really nice.

A search (http://www.cgtalk.com/search.php?s=&action=showresults&searchid=525468&sortby=lastpost&sortorder=descending) on this forum for Proton and Flash gave me this article (http://www.cgtalk.com/showthread.php?s=&threadid=34981&highlight=proton+flash) with this link (http://www.cgnetworks.com/free_source/flash.zip) to some files that Proton created with that technique. I hope this helps some.
Have you looked into ‘Flicker’ from ‘thrid wish’ ? I believe they still have a demo version, only thing is you can only render one frame at a time with the demo. It works pretty much the same way as swift, but proably not as good, ...the last time i checked.

Check out Celshading as well, it might make the transition to vector a little smoother.
