I wanna copy my rigid binding info from one mesh to the other.
they both have the same amount of polys and are essentially the same mesh except the second has a few shape tweaks to make him thinner. They are using the exact same skeleton too!

can I copy the info from one to the other in any way?

you may want to try some of Michael's great mel scripts here: http://www.geocities.com/bazhutkin/weights1.html

they've worked flawlessly for me so far, although, I haven't tried it with Rigid bound skins. Essentially rigid binding leaves you with just a number of "clusters" so either of the scripts may work. But like i said, i haven't used any of the mel scripts on rigid binds.
