Is there any plugin or script that lets you go into a tweak mode like you can in Wings3D?

Nope!
Just use the move tool in the Screen reference coordinate system. You'll still have to select the verts you want to tweak first, but other than that it works the same.

I know that of course, but the selecting of vertices isnt that cool like in wings, you know!
It snaps to the vertex when you come near to it......its much faster...
