I have a simple rig in 3dsMax9 I am using as shown below:

I would like to know how to set my rig so that when the top two are "raised" [so that i can link them together to animate at the same time] that the movements are not inverse of each other as shown here:

How can i set my rotation settings for the right wing to be inverted so that the rig will work correctly?

How you did set them up? Parameter Wiring? Expressions? Scripted Controllers?
Either way use a -(yourcode/expressionhere) or multiply the expression with (-1).

Parameter wiring. I'm not exactly sure how to do that though :\

Well you somehow managed to set up a connection on one side, so repeat on the other side but use a minus in front of the slaves expression.
In case of doubt reading the Parameter wiring chapter in the manual will help you.

And don't mirror anything when animating without applying an resetXform.

Thank you! I didn't realize that you could alter the equation in the Wire Parameters dialog box!

:D :D
