Can we see it? That would help answer a lot of questions I would have.

Can anyone tell me how long it should take a decent rig artist to rig a robotic dinosaur?

Dino rig has close to same bones as a human... arms, legs.. neck...
On my last project, rigs on such took about 4 to 5 days, including humans.
They also required a little back and forth though.
A real estimate on a human or quadraped rig should only take that. No more than 6 or 7 days.
Say at 40/ hr (which is where a rigger should at least be) Is about 2 grand per character for that week. [much higher if you add skin sliding fx work, or muscle deformation adds of course]
The rigs I have worked within these circumstances have all basic controls. IK/FK switches , all skinning done, scaleable, eye control follows, main controls, attrs in the channel box for toe spread, heal peal, etc... Any additions done in house.
But if you include Zbrush detail maps for displacement, you can add another 2 or 3 days of work. (which the zbrush stuff should be left inhouse anyways for the artists)
But a robotic Dino may have solid parts, and therefore it may be simply parented to its respective joint... or joints.
I'm just guessing here guys,. help me out..

It really depends on the complexity of the model. Transformers type detail? What kind of robotic parts are there? Will there need to be any dynamic hoses or cables or anything?
It could be anywhere from a few hours to a few weeks.
I would say the same, without seeing it, anywhere from a couple days to a couple weeks.

Thats really cool. Like Terminator 5 without humans. .. parent constraints to rig should be fairly straight forward.
Well, I would give the same estimate as others without knowing complexity and what it is to be able to do, and how close it gets to the camera - from a couple of days to a couple of weeks.
Big challenge in mechanical rigs is pivot placing and proper joint orientation - rigid parts unforgiving for those things and go wired if they are wrong.
