CGTalk - export to a vcd

I have a GeForce with tv out and I can see my screen on TV, how do I go now to record movie on a tape? do I need premier and if how?

I have done this now but I dont like image quvality. I did render in PAL 768x576. Do I need to render biger? Or is it chust hard to get good picture with geforce tv out?
