I want a few ncloth objects to control one object
What I have is along hair that is made of one mesh and I want to have some peices of n cloth controlling that one mesh

Combine your cloth objects into a single mesh before making nCloth, then use the cloth output mesh as a wrap deformer on your hair mesh.

I did a test with the wrap deformer, and there are parts that I dont want deforming .
so do I need to make a stastic cloth that controls the static places or can I paint it somehow .

You can set inputMeshAttract to about 1.3 and then paint the inputAttract per vertex to zero where you want it to be dynamic and 1.0 where you want it to be rigid. You could have an IK rig or deformer on the input cloth mesh(note.. not on the output mesh) which would let you keyframe the shape of the static part.
