What techniques do 2 pictures were used?

The first one looks like colored pencils on top of markers. The second one looks digital to me, but it's possible to achieve that look with traditional media as well if you are good at very clean renders.

Both could be achieved digitally. the first one will probably be easier done with something like Corel Painter, while the second one could be done in just about any 2D drawing/painting software.
