Get a hold of the plugin "Add the Sea" by Motion Gimmick.

A possible money saving tip..

optional: Install DiTools (http://free.pages.at/pereloader/)

Make a fairly large plane.
Make it editable.
Subdivide it (1 or 2 max to start).
Make a new material. Color it blue(or whatever)
assign the "water" shader to it's displacement. Make it animatable under edit.
Apply the material to the plane.
Zoom in until you can't see edges of the plane and you're just above the "water" surface.

optional:Apply DiTools Shaper - be sure to make it animatable and apply the texture to the diplacement channel. (this will warp your mesh wireframe) otherwise you only see displacement when you render.
Hit play to preview your animation or render it.

Play with the textures and displacement settings.

Have fun!
:)

Nickl deformer (or several) also works pretty well for waves.

For just a calm sea with small rippling water use an SLA shader and use high specularity and bump mapping, i tried it a while back, seemed to look pretty good i'll post it when i'm with my own PC.

for bigger waves that animate u could use particles and volumetric shaders.
