Here's how I've done it (doubt it's the only way)

First is, the animation needs to be an image sequence (any filetype that is Maya compatible)

Make a New shader
Map a File Texture to it
Select the first image of your image sequence in the Image Name field
check Use File Extension
Make sure your Time Slider is at frame 1. Right-click Frame Extension and set key
move your time slider to the last frame of your image sequence (eg. frame 149) and change Frame Extension to the the same number.
Right-click Frame Extension and set key

It's sorta like making a Set Driven Key

I don't know of any offhand, I'm sure some googling (http://www.google.com/) will find some.

I usually use imconvert or imgcvt to mess with images (even when I just wanna change filenames)
Both of these programs are included with maya and show help with the " -h" flag

here's a quick example with imgcvt
imgcvt -n 1 100 1 image_in.tdi.@ image_out.#.rla
