Would that look right? I mean the motion of the particles is going to be relative to the camera so if you don't change the path for camera position then you'll end up with odd bent tails?
To reduce the camera blur you might want to add more motion steps and tweak the shutter delay. You might further reduce this by baking the camera movement and setting the keyframes to Step tangent ... then with a shutter from -0.5 to 0 you'd get effectively 0 camera movement?
