What I also noticed is that when I create for example a NURBS sphere and then try to zoom out it seems like if there is a LOD on the sphere. And also when I apply a texture to the sphere and when I rotate, zoom or pan the texture disappears.
i alos couldn't find anything in the manuals or the help file

Could someone help me out because it's getting really anoying.

I've found it. The fast Interaction was checked in the Display menu.

for your first question:

its because "quick interaction" is turned on. Turn it off under settings>general settings>viewport
