I was just wondering if we can like move the gimble is a certain area so that we can rotate another area. like this.

Editable Poly mode:

lets say we have a arm. now I selected the polys from the elbow down to the hands.. all red right? now I wanna rotate that lets say 90 degress. so I would have to move that gimble towards the elbow part to do this..but how can we move that gimbe to do it??

Do you mean that you want to move the point of rotation ?
If you do, I'd use a dummy or point helper( put in the place where you want to rotate from ), and use the 'pick axis' option....

Sorry, I mean the Axis of rotation? or the Pivot point. I found a way.. kinda like activating the snaps tool. if you right click your mouse over snaps u get the options right.. now on that window on the left side theres a list like grid points, pivot, etc.. I selected the faces, vertix, and edges. now back to editable poly mode.. If you hover over a face or a vertix.. you are able to rotate around that. but mine isnt working..
