extrude a "ring" area with two circul .

You need to make one shape of it:

Collapse one of the circles (modify tab, click second mouse button somwhere in the square containing the text Circle, choose collapse to editable spline)

Then attach the other circle with the attach function.

Extrude as usual.

(Instead of collapsing the first circle, you could also add an 'edit spline' modifier)
