Depends on how you want to use it.
If it is for a game you will likely have less texture space, so you'd be best off using parts of you texture multiple times.
If it is not for a game you can give every spot of your building a unique place in the texture. That way you can add bigger variations in the texture that span over multiple floors of the building.
In any case the UV mapping itself is best done in the UVW unwrap window. Select all the polygons in the UVW unwrap window and select 'flatten mapping' from the menu.
This will lay out your building in lots of pieces.
Using the 'stitch' function it should be a piece of cake to reorganize your UV's again:

FOr the stitch function to work you have to use the mapping from the Unwrap menu (flatten, normal or unfold mapping) Using a UVW modifier to create initial mapping won't work.

why not post a pic of a building your trying to make it look like...
and chances are that Unwrap UVW will be your best bet.

an easy way to map that building is to use a tileable texture, and use a uwv map with Box settings. I think it will do just fine :)
it does for me. But then again if u wish to do somehting more Complex uŽll have to make a multi-mapped material for the effect.
