with RAT/MTOR you don't really need to write any code to use PRMan. As to whether you can take full advantage of PRMan's capabilities, that's question of opinion, to which the answer would probably be "no"

then what plugin will let me use Prenderman in maya, use the interface of maya so i can use the ((mous not the keyboard)) to writ the shader.

i guess the only way to write a rman-shader with you mouse is either use a virtual keyboard where you can type by clicking with your mouse or use some kind of visual shader-building-tools like shaderman or vshade (of course they are limited in many ways).
or you use mayaman, then you can use all of your standard-maya shading-networks, but then you're also limited if you don't take advantage of the mayaman sl-code-node for example (but there you have to write something to get a result).

Through the SLIM interface, within the SLIM Pallette windows, you can connect nodes different nodes to create unique, complex networks, and design new surface appearances that way (much as you can in Maya's Hypershade.)
I hope that was the answer you were looking for - connecting nodes and making a network in a GUI is not "writing" a shader, but it's the closest that GUIs let artists get to doing so.

You might want to check out MayaMan (http://www.animallogic.com/research/mayaman/), it does what you described there...
