The animation was nice and it was a pretty good concept, but I think the film lacked in conflict. A few times i was watching this and i thought, "now what exactly was your point", You had one moment at the end that you could have accentuated the conflict that he doesn't really like smashing, when the bus came in, but Oswald was just as excited to smash as he was to clean up, so the goal of your character i think fell short, if he even had a goal, maybe that's not what you wanted and I am just misinterpreting.
If he likes smashing then play that up and if he doesn't like smashing exaggerate that, but if you have a character who likes smashing and likes cleaning up, there isn't really anything conflict to solve.
Other than those story issues I think you have nice character and background design.
