i did some zbrush tests and after hours and hours of testing i ended up with verrrrry simple model of my broblem and here it is :
this is texture i used on simple plane
its 16bit-grayscale-png used with mentalray in maya (on production settings)

when its rendered i end up with this:

upper part of texture is linear black to white gradient which should have 65k steps of gray
bottom part is "leveled" to 1/3 of upper gradient which should have aprox 21k steps of gray ... and whats clearly visible is that theres like 100 steps on bottom one
so i realized that i obviously dont understand some part of all this cause i get results like im using 256color images ...
