what could I be doing wrong?

this seems to be the biggest misconception that people have with spline cage modelling. but allow me to clear things up:
THE VERTS DO NOT HAVE TO BE WELDED TOGETHER
they just need to be very close or coincident. now what does that mean for someone learning this process? all you need to do is turn on 3d snap (with the snap set to vert or endpoint) and snap-move the verts you want "welded" over one another. thats all it takes, the surface modifier will recognise those coincident points as one point and make the patches accordingly. in fact generally speaking it is impossible to weld verts from different splines (in the same object) together unless they are endpoints.
so just snap em together and don't worry about welding :)
