You might take a look at this approach:

Also, "The Art of 3D Toons" from CGToolkit has a non-blendshape/non-bones approach to facial animation:

1-how to prevent lips passing through each other?
You could do this by creating a blendshape that triggers when mouth closes or use other deformers such as lattice and sculpt deformer to push the lip from passing through...

You can create some deformation facial rig which consists of Delgo like features with wires and controllers. The deformation rig can be then used as a blendshape to layer on top of the bound, original facial setup with other blendshapes aand controls...

thanks Boucha.would you make it a bit more clear for me?did you setup something similar using this technique?

you know, i think this blend shape target couldent be somthin static.maybe i should create
a copy of face in wich the under lip follows the upper lip .and to make underlip open/close i should change that targets weight value.

What I mean to say is that you create a simple blend shape ( corrective shape ) for e.g. lower lip pushing upper lip ( more like what we can see in front of a mirror, you can try that..). You, can then create a set driven key relationship between the jaw joint rotation ( for example ) and the blend shapes weight value...You can try the same with lattice by creating clusters on lattice point ( for lower and upper lip ) and do a simple set driven key on the transformation of those cluster in relation with jaw joint's rotation...

thanks for reply Boucha.but what i mean is more than that .i want the mouth to be closed as i push the close value to 1.even if other mouth blends aren't 0.i.e. i make the character laugh and even now as i make close value 1,the mouth is shut correctly.
